Does the SIAC have to be switched off if I want to punch manually

The SIAC does not have to be switched off. In a training session or competition, the base stations BSF7/8/9 will be configured in the specified mode. This specifies whether only manual or contactless punching is possible. If the stations are set to manual punching, only manual punching is possible even if the SIAC is activated.

The SIAC also does not have to be switched off to "save battery power". The optimised power consumption of the SIAC is so low that it has hardly any impact on the battery life.
